WORK PLAN The City of Belvidere Citizen's Corps in cooperation with Boone County Emergency Management Agency, will train, equip, and organize an effective Citizens Emergency Response Team (CERT) organization to respond to, assist and supplement first responders in the event of a disaster within Belvidere and Boone County. The geographic location of Boone County between Winnebago County (Rockford) on the west and McHenry County (Marengo, Harvard, Woodstock) on the east, the Wisconsin State Line to the north and Dekalb County to the south. Being a mostly rural, farming, residential area, there will be limited numbers of first responders immediately available and mutual aid assistance will need time to respond in this fast growing area of over 43,000 people. The availability and use of a trained CERT would be invaluable within both the City of Belvidere as well as Boone County as a whole. The Belvidere and Boone County communities are very diverse in that there are several ethnic communities present (the Hispanic community represents 20% of the population of Belvidere), along with farming, manufacturing facilities (Damlier-Chrysler, Green Giant, Deans Foods, etc.) as well as a large residential community (commuters to and from Rockford and Chicago). Belvidere and Boone County has been devastated by a large F-4 tornado just over 35 years ago and the citizens still remember, plan and prepare for another such disaster. The area is also affected by flooding, severe summer and winter storms as well as being located directly adjacent to Rockford with a large industrial/manufacturing base and within 25 miles of a nuclear power generating station. Boone County is just 75 miles northwest of Chicago along the 1-90 corridor. The CERT training and equipping is an immediate priority as there are a number of interested volunteers seeking to become involved in disaster response and recovery assistance. These individuals have been recruited under the Citizen's Corps Program already in place within the City of Belvidere. Along with the City of Belvidere having a corps of interested volunteers the Villages of Capron, Poplar Grove, Caledonia, and Timberlane and the Candlewick Lake Community all have groups of volunteers ready to respond and assist within the respective communities but lack training, equipment and organization. The immediate goal is to train and equip 150 CERT volunteers within Belvidere and Boone County. Belvidere and Boone County already have trained instructors available to train the volunteers and establish the program. To facilitate organization, the overall administration of the teams training and response will be structured under the Belvidere Citizen's Corps, with the Boone County Emergency Management Agency providing the structure and organization. Within the City of Belvidere, CERT will organize with a team in each of the five wards, the villages will each organize with one team each initially, and Candiewick Lake will organize with four teams. The CERT training will be accomplished by conducting three complete training programs, one in the City of Belvidere, and one in the northern part of the county where the Villages are located and one additional full program to allow for scheduling conflicts and timing. The three programs will be needed to limit the number of CERT members participating in the class and allow interested persons to participate if not available at the first available class. The equipping of the CERT teams will be accomplished by providing the basic needed equipment for the team members to respond and be effective. Each trained team member will be provided a hard hat, safety vest, goggles, and gloves. In addition each member will have a pack, flashlight, disaster tool, clothespins, duct tape, masking tape, emergency blanket, rain suit, multi-colored 3x5 cards, Sharpie Pens, first aid kit, plastic tarp, and disposable face mask(s). The establishing of a trained and equipped CERT will be allow for a immediate, effective and organized response to disaster situations within not only Belvidere but within Boone County. Disasters do not know of political boundaries and will strike where they want. Having these CERTs available within the local communities has people helping people.
