ORDINANCE NO. 582G AN ORDINANCE AMENDING ARTICLE IV OF CHAPTER 2 OF THE CITY OF BELVEDERE MUNICIPAL CODE TO CREATE A NEW DIVISION 4, CITIZEN CORPS COMMISSION WHEREAS, on April 15, 2002 the Mayor and City Council of the City of Belvidere enacted Resolution 770-2002 encouraging the creation of a Citizen Corps Council for Belvidere and Boone County, Illinois; and WHEREAS, the Citizen Corps Council has provided a useful and beneficial mechanism to encourage a volunteer spirit within the local community and has encouraged coordination of units of local government and first responders in preparing for emergency situations; and WHEREAS, the United States of America and Boone County, Illinois continue to face ongoing threats, not only from terrorist activities, but also from traditional natural occurrences; and WHEREAS, President George Bush's and Mayor Frederic Brereton's previous challenges to the citizens to devote themselves to volunteer efforts to serve their local communities continue as an important process in protecting our homeland and strengthening our community. IT IS THEREFORE ORDAINED by the Mayor and City Council of the City of Belvidere, Boone County, Illinois, as follows: SECTION 1: Article IV of Chapter 2 of the Belvidere Municipal Code is amended to create a new Division 4 as follows: Division 4. Citizen Corps Commission Sec. 2-500. Establishment. The Citizen Corps Commission is hereby created whose membership shall consist of the Mayor of the City of Belvidere (the City), The Chief of Police for the City, The Fire Chief for the City, The Boone County Sheriff (the Sheriff), the city's Boone County Emergency Management Agency Coordinator, the Superintendent for School District 100, the Director of the Boone County Health Department, the President of Boone County Fire Protection District 2, the Director of the Rock River Chapter of the American Red Cross, the Program Director of the Belvidere Family YMCA, the Program Director of the Boone County Senior Corps, the Program Director of the Youth Services Network, and the President of the Belvidere Junior Chamber (Jaycees). The Mayor shall also appoint 3 additional members, with the advice and consent of the City Council. Two of the additional members shall be representatives of corporations or businesses located within Boone County. The third additional member shall be a citizen of the City of Belvidere. Sec. 2-501. Organization. The Mayor shall be the Chairperson of the Citizen Corps Commission. The Commission shall elect one of their members as Vice-Chairperson and another as secretary. The Commission shall establish bylaws governing their meetings and shall present them to the City Council for approval. The Bylaws shall provide that the Commission shall meet at least once quarterly. Sec. 2-502. Purpose and Powers. The Commission is created to formalize and advance the objectives and purposes outlined in Resolution 770-2002 and the mission of the Citizen Corps as articulated by the Federal Emergency Management Agency. The Commission is authorized to take such actions and programs as necessary to mobilize the citizens of Belvidere and Boone County to volunteer to help prepare for local and national emergencies and to coordinate the activities of the various units of local government and first responders. Notwithstanding the foregoing, the Commission has no authority to enter into any agreement or contract or to expend any funds without the prior approval of the City Council. SECTION 2: All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict. SECTION 3: This Ordinance shall be in full force and effect from and after its passage and publication in pamphlet form as required by law which publication is hereby authorized.
