Belvidere Citizen Corps Commission Minutes November 12,2003 Convened in the Council Chambers, 123 South State Street, Belvidere Illinois at 12:00 p.m. Call to Order — Mayor Fred Brereton Roll Call: Present: Mayor Fred Brereton, Police Department Jerry Temple, Fire Chief David Worrell, EMA Coordinator Lee Onley, BC RSVP's Lesa Bergeron, CUSD #100 Eric Willard, Health Department Director Doug Beardsley, American Red Cross Peter Raber, Youth Services Network Donna Donato, ALERTA Jerry Hernandez. Absent: BC Sheriff Duane Wirth, Belvidere Jr. Chamber President Terri Glass, Corporate Representative Vince Castle, Fire District #2 Jerry Marrs, YMCA Bill Holsker, Corporate Representative Harry "Skip" Beck. Reports of Commissioners: 1. Mayor Fred Brereton: A. State of Illinois Department of Human Services Grant Status: 1. Citizen Guide - The Citizen Guide will be distributed by the Belvidere Republican by mail to Boone County residents. This guide will have no advertisements. Grant dollars will be used. Each member of commission will have a full page to educate community on their organization in regards to the Citizen Corps Commission. B. NationalWebsite-citizencorps.gov 2. Police Department - Jerry Temple: A. International Association Chiefs of Police (IACP) Conference- Police Chief Noble attended. Information on Neighborhood Watch Action and Volunteer programs were available at conference. B. Neighborhood Watch - Signs are up in Oakbrook and partially up in Farmington Fields. Requests for information from residents in the 900 and 1100 blocks of Whitney. A speed trailer is being used in several neighborhoods to clock speed of drivers. C. Volunteers in Policing - Police Department used 84 volunteer hours during October 2003. The department used these volunteers to assist with traffic control (including parades, Green Giant United Way Sale, Crop Walk). D. Crime Stoppers Activity - no information to report. 3. Fire Chief - David Worrell: A. CERT Training - CD-ROM has been received for training package. B. Automatic External Defibrillator Training - conduct monthly training for AED as wellasCPR. C. Smokehouse Acquisition - Fire Department has received a donation from COSMO Club in the amount of $ 10,000 to be used for the purchase of a smokehouse trailer. 4. SheriffDuaneWirth: -absent. 5. EMA Coordinator - Lee Onley: A. Storm Watchers & Emergency Warning System - a survey will be conducted on our current system. B. CERT Training - updated information is available on CD. Concept is known, need dollars to educate trainees. C. Big Thunder Amateur Radio Club - Members of this club are volunteers who assist in time of need using their own equipment. D. Needs Assessment Grant - State of Illinois has available $25 million dollars. Possible uses of these grant monies would be for improving response capabilities to an incident caused by weapons of mass destruction. Other grant monies are being used for chemicals and communications. Need to solicit corporate dollars for use of purchasing protective masks. E. IMNET - 911 - We have direct link to 102 counties for secure communications for use such as with the AMBER Alert system. Belvidere/Boone County does have Hispanic volunteers who are bi-lingual and are used in times of emergency. F. Storm Watchers - Winter Storm Preparedness Week is November 16 through November 22,2003. 6. CUSD #100 Eric Willard: A. Security Issues - New information concerning security coming from IACP. School District has a 16-camera system at the Belvidere High School and would like to add 4 (four) more cameras. Current system is observed by office personnel, would like a separate workstation that would be observed by security personnel. B. School Resource Officer - School District would like to add officer at Central Middle School. C. Winter weather telephone numbers are updated and in place for use as needed. 7. Health Department Director, Doug Beardsley: A. A family emergency conference will be held on December 11, 2003 from 6:30 p.m. until 8:00 p.m. at 324 University Drive - Rockford. 8. Rock River Chapter - American Red Cross, Peter Raber: A. Emergency Response Activity. - October saw 11 incidents of which 43 people were involved including 22 children. B. Community Disaster Preparedness-1800 people educated. C. American Red Cross has sent 8,000 workers to help with the devastating fires in California. D. Shelter Agreements - with Boone County and now working with Belvidere schools. E. Shari Carley presented an overview of Citizen Corps (VISTA). 9. Belvidere Family YMCA, Bill Holsker: -absent. 10. Youth Service Network, Donna Donato: A. Parents University educated 52 parents in the month of October. 11. Boone County (RSVP) Lesa Bergeron: A. Volunteer Database and Activity - looking for volunteers age 55 and older. B. Education in anger management will be presented at the Winnebago County Jail. Working on implementing at the Boone County Jail. 12. Belvidere Junior Chamber President, Terri Glass - absent. 13. ALERTA - Jerry Hernandez: A. Hispanic Community issues - ALERTA is involved in educating the Hispanic community. Classes are currently being conducted with English as a second language, and naturalized citizen classes. ALERTA is looking for a larger space to conduct classes. B. ALERTA received grant money to purchase their first computer. C. ALERTA meets every Monday evening at 6:00 p.m. 14. Fire District #2 - Jerry Marrs-absent. 15. Corporate Representatives - Vince Castle, General Mills/Green Giant Harry "Skip" Beck, Orbital Tool Oath of Office: City Clerk Shauna Arco conducted the oath of office for Doug Beardsley, Jerry Hernandez, and Lee Onley. Election of Officers: Eric Willard was nominated to hold the position of Secretary to the Belvidere Citizen Corps Commission. Aye voice vote carried.
