2010 National Achievement Award Winner
In the past year, North Dakota Citizen Corps Council (NDCCC) spent considerable effort planning for and responding to flooding caused by large amounts of snowfall. Efforts included planning on evacuation procedures for up to 100,000 and sheltering needs for up to 50,000; special evacuation for people with disabilities and other special populations; volunteer coordination; planning for building more than 62 miles of sandbag dikes; public information activities; and information sharing between local officials, state officials, NDCCC, and NDVOAD. During the March 2009 floods, all but five North Dakota counties had received presidential major disaster declarations, but pre-planning efforts helped to prevent the need for major evacuations. Several hundred volunteers contributed over 1,000 hours to the effort. In 2009 and 2010, NDCCC also responded to a tornado, participated in community disaster exercises, helped with traffic control, and participated in many training sessions.
NDCCC also integrated Teen CERT into the health class curriculum at a local high school through a partnership with the North Dakota State University Emergency Management Program and the FirstLink Volunteer Center. NDCCC received a $40,000 grant from the Wal-Mart Foundation's State Giving Program to expand the program to 12 other locations.
NDCCC consists of North Dakota First Lady Mikey Hoeven (Chair), The North Dakota Department of Emergency Services, the North Dakota League of Cities, the 911 Association of North Dakota, the North Dakota National Guard, the North Dakota Association of Counties, the North Dakota Emergency Management Agency, the North Dakota EMS Association, the North Dakota Department of Health, the North Dakota Firefighters Association, the ND Fire Chiefs Association, the North Dakota Indian Affairs Commission, the North Dakota Peace Officers Association, the North Dakota Police Chiefs Association, the State Fire Marshal, and the North Dakota VOAS. Advisors include the North Dakota Broadcasters Association, the North Dakota Insurance Reserve Fund, the North Dakota LEAD Center, the North Dakota Newspaper Association, the North Dakota Safety Council, the North Dakota State University Extension Service, and the United Tribes Technical College. Participants also included LEPCs, local emergency managers, the FirstLink Volunteer Center, local businesses, North Dakota State University and North Dakota State College of Science.
